The Schuylkill Township Board of Supervisors held their public work session on Thursday, October 25, 2018 at 7:00 p.m. This is an informal meeting to discuss township related business with the public, without making any motions or voting on any discussed items. Martha Majewski, Chair, called the meeting to order at 7:00p.m. In attendance were board members Fred Parry, Jim Morrisson, Mark Donovan, and Susan Guerette. Also in attendance were Ann Hutchinson and Rick Tralies of Natural Lands and the township’s Ordinance Study Committee members, Michelle Garg – Environmental Advisory Council, Bob Cooney & Bereth Graeff-Open Space Commission, and Curt English & Mike Pellegrino – Planning Commission.
The working meeting’s agenda was a review of the suggested Schuylkill Township SALDO Article III. Plan Processing and Construction Procedures § 320-11 and § 320-13; Article IV. Information to be Shown on Subdivision and Land Development Plans § 320-17; § 320-18 and § 320-19; and Article V. Minimum Design Requirements.
Article III. §320-11 Procedures for approval of subdivision and land development plans. Natural Lands is recommending the addition of two additional steps to this section, A. a pre-application meeting and B. site visit. Natural Lands recommends that the pre-application meeting would be at the regularly scheduled Planning Commission meeting or with Township staff and/or advisors. Supervisor Guerette objected to Township staff taking part in a pre-application meeting, stating that she thinks Township staff will imply approval at such meetings. The suggestion was made to limit pre-application meetings to the Planning Commission and the Township Engineer. The question of payment for Township consultant fees came up; Ms. Hutchinson recommended adding a pre-application escrow agreement to the ordinance. The site visit language is to be amended to include, along with Planning Commission members, Environmental Advisory Council; Historical Commission and Open Space Commission members.
Article IV. §320-17 Sketch Plans. The information recommended for a sketch plan has been reworded and reordered. Discussion ensued regarding the source(s) for an existing features inventory; the consensus was that §320-17. A. would be revised to state “… For the purposes of the sketch plan, existing features information may be taken from existing published sources.” There was discussion on the amount of detail required for a sketch plan; Mr. Tralies advised that a sketch plan cannot be made the preliminary plan. §320-17. C.(1)(c) will be revised to state that a wetlands study shall be conducted by a qualified professional, and will include the addition of “…or certification that no wetlands exist” at the end of the paragraph. §320-17. C.(1)(h) will be revised with the language “…including riparian buffers or outstanding water resources buffers.” §320-17. D.(16)(h) “...riparian buffers, outstanding water resource buffers” will be added after “…wetland margins,”
Discussion ensued regarding the consistency of the terminology in this section. It was suggested that the sketch plan and preliminary plan sections be reformatted so they look similar.
At this time, the committee agreed to postpone reviewing the draft Article V. Minimum Design Requirements until the next study committee meeting.
