The Schuylkill Township Board of Supervisors held a special meeting on Monday, July 30, 2018 at 6:00 p.m. at the Schuylkill Township Municipal Hall, 111 Valley Park Road, Phoenixville PA 19460.  The business to be conducted at the meeting is to render a decision on a Tentative Plan Application for a 94-lot Planned Residential Development (“PRD”) for 94 residential units within a R 1-Low Density Residential District with a PRD overlay located at 930 Valley Forge Road, UPI #27-6-47 (Application No. PRD 2018-01).   The property is known as the Reeves Property and/or Sedgley Farm.  The Applicants are Reeves Family Real Estate, L.P., Pohlig Builders, LLC and Select Sites, LP. The Record is closed and no testimony will be taken.  Martha Majewski, Chair, called the meeting to order at 6:20 p.m.  In attendance were Board of Supervisors members Fred Parry, Martha Majewski, Jim Morrisson, Susan Guerette, Mark Donovan, and Township Solicitor, William Brenna, Esq.      

Ms. Majewski called for a motion to convene an executive session to discuss certain legal matters. Mr. Morrisson so moved; Mr. Donovan seconded and the motion was passed. The public meeting reconvened at 6:25 p.m.

Ms. Majewski identified that the purpose of the meeting is to render a decision on the PRD Application of Reeves Family Real Estate, L.P., Select Sites, L.P., and Pohlig Builders, LLC (the “Applicants”) and that the meeting was properly advertised.

Ms. Majewski called for a motion to deny.  Mr. Donovan so moved and Ms. Guerette seconded. There being no discussion by the Board, Ms. Majewski polled the Supervisors for their vote.  Supervisors Donovan, Guerette and Majewski assented; Supervisors Morrisson and Parry opposed.  Ms. Majewski announced that the Findings of Fact, Legal Analysis, Conclusions of Law, and Decision (the “Decision”) will be executed showing a denial by a vote of three to two.  Ms. Majewski advised meeting attendees that unsigned copies of the Decision were available in the meeting room; that all parties will receive a signed copy by email and the Decision will be posted on the website as soon as possible.

Ms. Majewski called for a motion to adjourn.  Ms. Guerette so moved, Mr. Morrisson seconded and the motion passed.  The meeting was adjourned at 6:50 p.m.
