Call to Order

The 2019 organization meeting of the Schuylkill Township Board of Supervisors was called to order at 7:00 p.m. with Supervisor Majewski leading the Pledge of Allegiance

Appointment – Temporary Chairman

Mr. Brennan was appointed as temporary Chairman of the meeting to accept nominations for the

2019 Chairman of the Board of Supervisors. Mr. Brennan called for nominations for Chairman of the Schuylkill Township Board of Supervisors.

Appointment - Chairman

Upon motion by Supervisor Parry, seconded by Supervisor Morrisson and unanimously passed, Supervisor Majewski is appointed as Chair for the Schuylkill Township Board of Supervisors for 2019. 

Appointment – Vice Chairman

Upon motion by Supervisor Majewski, seconded by Supervisor Morrisson and unanimously passed, Supervisor Parry is appointed as Vice Chair for the Schuylkill Township Board of Supervisors for 2019. 

Mr. Brennan relinquished the Chair to Supervisor Majewski at this time.

Appointment - Treasurer

Upon motion by Supervisor Parry, seconded by Supervisor Guerette and unanimously passed, Supervisor Morrisson is appointed as Treasurer for the Schuylkill Township Board of Supervisors for 2019.

  • Upon motion by Supervisor Parry, seconded by Supervisor Morrisson, and unanimously passed, the Schuylkill Township Treasurer’s Bond was set at two million dollars ($2,000,000.00) for 2019 with the cost of the bond to be paid by the Township.
  • Upon motion by Supervisor Parry, seconded by Supervisor Morrisson and unanimously passed, the Board of Supervisors of Schuylkill Township stipulated that the Treasurer serve without compensation for the year 2019.

Appointment – Assistant Treasurer

Upon motion by Supervisor Majewski, seconded by Supervisor Parry and unanimously passed, Mr. Mentry is appointed as Assistant Treasurer for the Schuylkill Township Board of Supervisors for 2019.

  • Upon motion by Supervisor Majewski, seconded by Supervisor Parry, and unanimously passed, the Schuylkill Township Assistant Treasurer’s Bond was set at two million dollars ($2,000,000.00) for 2019 with the cost of the bond to be paid by the Township.

Other Appointments

Upon motion by Supervisor Majewski, seconded by Supervisor Parry and unanimously passed,

Edward M. Mentry, Jr. is appointed as Township Manager.

Upon motion by Supervisor Majewski, seconded by Supervisor Parry and unanimously passed,

Madeline M. Harbison is appointed as Township Secretary.

Upon motion by Supervisor Majewski, seconded by Supervisor Morrisson and unanimously passed, Edward M. Mentry, Jr. is appointed as Assistant Township Secretary.

Upon motion by Supervisor Donovan seconded by Supervisor Guerette and unanimously passed, the following appointments were made for 2019:

Upon motion by Supervisor Parry, seconded by Supervisor Morrisson and unanimously passed, the following appointments were made for 2019:

Appointments to Boards, Commissions, Committees, and Councils

Planning Commission

On a motion by Supervisor Parry, seconded by Supervisor Morrisson, and unanimously passed, James Reading and Morris Quigg are appointed to the Schuylkill Township Planning Commission for four-year terms to expire January 2023.

Members of the Schuylkill Township Planning Commission for 2019 are:

On a motion by Supervisor Parry, seconded by Supervisor Guerette, and unanimously passed, Uday Patankar is appointed to the Schuylkill Township Zoning Hearing Board for a three-year term to expire January 2022.

Environmental Advisory Council

On a motion by Supervisor Parry, seconded by Supervisor Morrisson, and unanimously passed, Earl Cram, Michelle Garg and Mary Ellen Heisey are appointed to the Schuylkill Township Environmental Advisory Council for three-year term to expire January 2022; Harmonie Hawley is appointed as an Alternate to the Schuylkill Township Environmental Advisory Council for a two-year term to expire January 2021 and Karen Guerrero is appointed as an Alternate to the Schuylkill Township Environmental Advisory Council for a one-year term to expire January 2020.

On a motion by Supervisor Parry, seconded by Supervisor Morrisson, and unanimously passed, Dianne Cram, Sandra Momyer, Jay Stearly and Virginia Stearly are appointed to the Schuylkill Township Historical Commission for three-year terms to expire January 2022.

On a motion by Supervisor Morrisson, seconded by Supervisor Parry, and unanimously passed, Robert Cooney and Robert Mauch are appointed to the Schuylkill Township Open Space Commission for three-year terms to expire January 2022; Timothy McAvoy is appointed to replace Julie Wenger for a term to expire January 2021, and Bud Emig is appointed as an Alternate to the Schuylkill Township Open Space Commission for a three-year term to expire January 2022.

On a motion by Supervisor Parry, seconded by Supervisor Morrisson, and unanimously passed, David Demey is appointed as a Schuylkill Township Member on the Valley Forge Sewer Authority Board for a five-year term to expire January 2024.

Schuylkill Township Members of the Valley Forge Sewer Authority Board for 2019 are:

Upon motion by Supervisor Majewski, seconded by Supervisor Parry and unanimously passed, the following administrative appointments are made for 2019 until such time as amended by the Board of Supervisors.

Other Motions

Upon motion by Supervisor Parry, seconded by Supervisor Donovan and unanimously passed, the official meeting date for the Schuylkill Township Board of Supervisors for the year 2019 is the first Wednesday of each month.  If such date falls on a holiday, the Board of Supervisors will meet on the day following unless advertised otherwise.  Work sessions for the Board of Supervisors will be held on the fourth Thursday of each month, as required.

Upon motion by Supervisor Majewski, seconded by Supervisor Parry and unanimously passed, the Board of Supervisors of Schuylkill Township approved and authorized the advertising of the dates of the 2019 Board of Supervisors meetings as well as all other Township boards, committees, commissions and councils 2019 meeting dates.

Upon motion by Supervisor Parry, seconded by Supervisor Donovan and unanimously passed, the Board of Supervisors of Schuylkill Township authorized a requirement that all expenditures in excess of five thousand dollars ($5,000.00) must receive prior approval of the Board.

Upon motion by Supervisor Parry, seconded by Supervisor Guerette and unanimously passed, the Board of Supervisors of Schuylkill Township approved for 2019 a Township mileage reimbursement rate of $ 0.58 per mile consistent with the United States Internal Revenue Service guidelines.

Upon motion by Supervisor Parry, seconded by Supervisor Gurette and unanimously passed, the Board of Supervisors of Schuylkill Township approved as submitted for 2019 the list of official activities of the Valley Forge Volunteer Fire Company, said list included herein by reference.

Upon motion by Supervisor Parry, seconded by Supervisor Morrisson and unanimously passed, the Board of Supervisors of Schuylkill Township appointed the Township Manager, Mr. Mentry, as the township’s voting delegate to the April 14-17, 2019 PSATS Conference and authorized Mr. Mentry’s attendance to the conference.

Resolution No. 2019-01: Depositories and Signatories

Resolved upon motion by Supervisor Parry, seconded by Supervisor Guerette and unanimously passed, the Board of Supervisors of Schuylkill Township does hereby designate as prime depository BB&T Bank and further designates as other depositories the Phoenixville Federal Bank & Trust, First Resource Bank, Meridian Bank, and TD Ameritrade, and designates as signatories for the year 2019 Edward M. Mentry, Jr., Mark J. Donovan, Susan M. Guerette, Martha M. Majewski, James M. Morrisson and Fred R. Parry with the rule that all checks shall require three (3) signatures.

Resolution No. 2019-02: Appointment of Certified Public Accountant

Resolved upon motion by Supervisor Parry, seconded by Supervisor Guerette and unanimously passed, the Board of Supervisors of Schuylkill Township does hereby designate and appoint Barbacane Thornton & Company, L.L.P. as the Township’s Certified Public Accountant for the year 2019.

Resolution No. 2019-03: 2019 Schuylkill Township Fee Schedule

Resolved upon motion by Supervisor Parry, seconded by Supervisor Donovan and unanimously passed, the Board of Supervisors of Schuylkill Township does approve the Schuylkill Township 2019 Fee Schedule until such time as amended by the Board of Supervisors.

Resolution No. 2019-04: 2019 Schuylkill Township Emergency Service Providers

Resolved upon motion by Supervisor Parry, seconded by Supervisor Guerette and unanimously passed, the Board of Supervisors of Schuylkill Township does hereby designate the Valley Forge Volunteer Fire Company (“VFVFCo”) to provide fire protection and rescue service; West End Fire Company #3 to provide Ambulance and Advanced Life Support Services and the Schuylkill Township Police Department to provide full-time Police Protection to Schuylkill Township and further designates Moujan Toulebadei and Bradley Burger as the Emergency Management Coordinator and Assistant Coordinator, respectively, for the year 2019.

Resolution No. 2019-05: 2018 Schuylkill Township Disposition of Records

Resolved upon motion by Supervisor Parry, seconded by Supervisor Morrisson and unanimously passed, the Board of Supervisors of Schuylkill Township does approve the Schuylkill Township 2019 Disposition of Records Schedule until such time as amended by the Board of Supervisors.

Resolution No. 2019-06: 2019 Schuylkill Township Affirmation of Code of Conduct

Resolved upon motion by Supervisor Majewski, seconded by Supervisor Parry and unanimously passed, the Board of Supervisors of Schuylkill Township does hereby affirm the Schuylkill Township Board of Supervisors Code of Conduct.
